From what I can learn from the files, I see that the previous visit was considered to be very useful by all concerned. It helped facilitate the exchange of letters (of 17 January 1992) between US and UK/HK on export controls, "extending certain export licensing benefits to Hong Kong" by the US.

In the US letter, reference was made to "regular consultations in order to share views on export control issues, to review the continued effectiveness of the Hong Kong export control system, and to collaborate on common export control problems". The programme for the proposed visit would be arranged to achieve those ends, and would cover as well any specific areas suggested by the US.

At the invitation of the Hong Kong trade Department, UK officials will also be visiting Hong Kong that week. be accompanied by a colleague from the Policy Unit
(Robert Onions) and two technical advisers (Richard Fortescue and Vince Hathway) as they will be leading licensing and technical seminars for Hong Kong officials. I hope that we shall be joined by colleagues from other Government Departments who deal with Hong Kong. As I am uncertain who will wish to go, I am copying this fairly widely and I should be glad if recipients could let me know by 9 March if they intend to come.
6. I attach a brief draft letter of invitation to Mr Price, though I expect you may be contacting him by 'phone initially to check if the date suggested is possible.
