Mr Burns has asked for copies of Mr Meadway's letter to him of 7 October and his interim reply of 8 November which I

attach. We have yet to give Mr Meadway a substantive response. You will recall that the DTI paper was already somewhat old (about 6 months) by the time it reached us, and

that there had also been some debate within DTI whether it

should be sent to us at all. Frankly, the paper is not a

good one and we would be reluctant to see it used as a

discussion document in Whitehall as it stands.

Our game plan was to encourage HKG to do a well thought

out paper (hopefully now in progress following Mr Burns

letter to Sir D Ford of 18 February) which we could then use

as a basis for future discussion. I regret that Mr Burns

may not have been party to this "strategy."
