HONG KONG'S FUTURE ACCESS TO ADVANCED TECHNOLOGY: COCOM
Earlier this year Mr Burns wrote to the Governor about how to take matters forward in this area. The Chief Secretary said that you would be preparing proposals which could be put to the Chinese on possible post-1997 COCOM arrangements for Hong Kong.
I wonder whether you could let me know when you expect to be in a position to send us such a paper?
