Any equipment (including clothing), computer software, or

material, capable of being used in the development,

production, handling or storage of any nuclear weapon or

any missile capable of delivering any nuclear, chemical or

biological weapon.".

Explanatory Note

This Regulation extends licensing controls on the importation

and exportation of strategic commodities to certain articles capable

of being used in connection with chemical, biological or nuclear

weapons in so far that the importer or exporter knows that they will

be used, or suspects that they might be used, for those purposes.

It also expands the list of controlled articles under Schedule 1 by

including certain biological agents.
