The Hong Kong Economic and Trade Office (HKETO) in Toronto told us several months ago that it was planned that the Governor of Hong Kong visit Ottawa and Vancouver in October, at the time of Festival Hong Kong (which we understand will be the largest such Festival that Hong Kong have ever organised outside the territory).

xl We understand that the change of Governor has not
affected plans for the visit. And the DEA have told us that Mr Patten will be very welcome here. But we would be grateful for anything more you can tell us at this stage about the timing and itinerary envisaged. We particularly hope that Mr Patten will be able to spend enough time in Ottawa to see people in the Canadian Government, which (as you know) has been very helpful to Hong Kong in a variety of fields. It will be good to keep the Canadians on Hong Kong's side.
3. There is also the question of who should take the lead in organising the visit. The Canadians themselves are likely to want to play a large role. Given that HKETO will be closely involved with the Governor's participation in Festival Hong Kong, there would be something to be said for them dealing with HKETO direct at least on the details. But we would welcome any guidance you can give us on this.
