We have considered a press briefing at Grafton Street along the lines of that given by Mr. Patten on 4 July but this seems unnecessary if the events at (I) (IV) are arranged.

Business

a lunch with the HKA along the lines set out in my letter to you of 14 July would

14 July would be a good opportunity for Mr. Patten to explain Hong Kong Government's policies to an influential city gathering. However, if this event is to

be arranged by HKA (and, as you know, they are very keen) we should need to confirm dates to them by early September so that an appropriate hall in the City can be reserved. The 16th, 17th or 20th November are possibilities.

I appreciate that there may well be other activities and meetings which Mr. Patten may wish to include, inside or outside the official programme.

Logistics

Accommodation: we understand that Mr. Patten will be using his Westminster flat. Would you please confirm in due course that hotel accommodation will not be required;

we Office facilities: we have confirmed to the FCO that can provide a self contained suite of offices at Grafton Street for M. Patten plus 2-3 aides, secretarial and clerical support and communications facilities;

Transport: usual hire car (with chauffeur) arrangements

Airport arrangements:

usual VIP lounge arrangements.
