MINISTER OF STATE'S FORWARD PLANNING MEETING ON ASIA: 20 OCTOBER 1992

The Minister found this meeting a useful opportunity to get up to speed on developments during his trip to Indonesia/Thailand. Rather than reiterate this element of the discussion (which reflects issues largely recorded elsewhere) the following concentrates on forward planning aspects.

INDONESIA

2.

Mr Goodlad referred to Jakarta's reporting telegrams for an account of his visit. He noted the possibility of human rights lobby activities in connection with the potential Hawk sale to Indonesia. He could not think of any pre-emptive action which could usefully be taken. Mr Hewitt said that reports that BAe had concluded a contract were untrue: this would not be concluded before the New Year. The Minister commented that the possibility of aid cuts had not been raised during his visit.

THAILAND

3. Mr Goodlad briefed on his visit. The Thais had been immensely cordial. He foresaw broad continuity of foreign policy (but with a new approach in Burma); a foot

off the economic accelerator; and reductions in the armed forces. The new Foreign Minister was "old guard", but his
