We believe that the best opportunity for the Prime Minister to make this point to Mr Clinton will be when the Prime Minister visits Washington for his first meeting with Mr Clinton as President elect. This is at present planned for Friday 18 December. We see no difficulty in ensuring that the Prime Minister's checklist for this meeting includes a firm plug for Mr Clinton to see the Governor on his February visit.
2. I realise that this will leave you with some weeks of continuing uncertainty. But we doubt that there will be a better opportunity to make the point than at the first face to face meeting between the Prime Minister and Mr Clinton.
