(b) Mr Burns also asks about the meaning of 'representative legislature'. This is defined in Section 1 of the Act as 'any colonial legislature which comprise a legislative body of which one half are elected by inhabitants of the colony' The meaning of 'elected by inhabitants' is ambiguous but could mean 'directly elected'.
(c) Mr Burns also asks whether the amendments to the Letters Patent which have been made but not published would survive in the event of a new Government after a British general election. The answer is that they would, since they would have been made by The Queen in Council; publication is not part of the process. Incidentally, Letters Patent, being a prerogative rather than a statutory instrument, do not involve Parliament in their making.
