1992 COMMONWEALTH FINANCE MINISTERS' MEETING: DRAFT SPEECH
BRIEFING AND
1. I attach a Treasury call for briefing, and for contributions to the Economic Secretary's speech, for the above meeting. The FCO is down to lead on briefing for the four items of paragraph 8 of the briefing table (Annex A), and on paragraph 1 of the draft speech outline (Annex B).
2. I would be grateful if CCD could provide briefing on paragraph 8(1) The Commonwealth; and if geographical departments could provide the Biographies of Commonwealth Finance Ministers (paragraph 8(IV) . ERD will prepare briefing on paragraphs 8(II) and (III), Role of the CFM and Enhancing the Value of Future Meetings, but we would be grateful for CCD's input on both. I would also be grateful if CCD could provide the general introductory section on the Commonwealth in the draft speech outline. I would be grateful to receive briefs/contributions by Tuesday 18 August, addressed to Mr Legg of ERD who will be coordinating the briefing in my absence on leave.
3. In addition you will see that the FCO is down as an interested party for briefing table paragraphs 1,2,4,5,6 and 7. Mr Legg will clear the Bank of England's drafts (paragraph 1) with the relevant geographical departments, and Treasury's draft (paragraph 2) with Economic Advisers and CCD. We will also make sure that items 4,5,6 and 7 are cleared with CCD before ODA finalises them.
