1. Hong Kong's participation in these events is very important in nurturing the understanding of our democratic institutions and supporting our aim of developing democracy in
Hong Kong. It would be extremely helpful if Hong Kong could be seen as a priority as there are only a limited number of years left for Hong Kong to attend.
If places are very limited we could relinquish the
visit but not the seminar.
