HONG KONG: ANNUAL REPORT TO PARLIAMENT FOR 1991

Since 1985, the Government have produced an Annual Report on Hong Kong with the aim of keeping Parliament informed of developments. I submit a draft covering 1991.

These 2. I attach a copy of last year's Annual Report. documents have traditionally been factual (and rather dull) surveys of the Hong Kong Government's activities for the year. This draft, as with previous years, was initially prepared in Hong Kong. We have been through it carefully, and have incorporated a number of amendments, mainly in the section on Sino-British relations and the JLG, and on the Airport Project (paras 3-8 and 35-36: these are the only paragraphs with any political content, and Ministers need not read beyond them).

I am satisfied that the draft is an accurate and straightforward record of events. In an effort to add a bit of spice, the 1989 and 1990 reports contained a short foreword from the Secretary of State, giving a more

political spin, and emphasising HMG's committment to Hong

wümi

Kong. I adaan a draft foreword for this year, focussing on the Airport Agreement and the direct elections.
