In
policy has resulted in an increasing number of local officers
in the more senior ranks. On [1 October 1992], [74] per cent
of the [4,470] officers holding posts at the senior
management/professional level and above were local officers.
addition, local officers now constitute about [64] per
cent of the directorate and fill half of the Branch Secretary
and Head of Department posts. The Basic Law stipulates that
certain senior posts in the future Hong Kong Special
Administrative Region Government may be filled only by
Chinese citizens who are among permanent residents of the
Region and have no right of abode in any foreign country.
Government is confident that sufficient
talented local officers will be available to meet the
requirement before 1997.

The Police Force should be predominantly staffed by
local officers at the rank of Superintendent and above by the
year 2000. At present local officers constitute about [40]
per cent and [75] per cent of the Force at the rank of Superintendent and above and Inspectorate respectively.
Steps are being taken to identify more suitable local
officers for promotion and to provide training to develop their potential.

Excluding those who have transferred to the Hospital
Authority, the overall turnover rate of the Civil Service was
about [3.3] per cent of strength in 1992, as compared to 5.5 per cent in 1990 and 5 per cent in 1991. Resignation rate at
the directorate level was below [1] per cent. There were also improvements in the turnover rates of those grades which
had previously experienced higher wastage.
