The public will be consulted before the end of
1992 on a sewage charging scheme based on the polluter pays
principle.

The Government continues to implement the waste disposal plan, which requires the construction of three large
landfills in the New Territories and an associated
infrastructure of refuse transfer stations. International
tenders for the construction and operation of two of the three large landfills have been invited and a second refuse transfer station (Hong Kong Island East) will be commissioned
in December 1992.

Good progress has been achieved in reducing air pollution through the introduction of stringent international emission standards for all imported vehicles since January
1992. The usage rate of unleaded petrol has reached over 60%
since its introduction in April 1991. Further measures to tackle the problem of polluting emissions from diesel engines are being examined. An air pollution amendment bill was
introduced to the Legislative Council in mid-1992 for more
effective controls on specified industrial processes that
contribute to air pollution and to introduce controls on asbestos. Efforts to protect the ozone layer in accordance with the requirements of the Montreal Protocol are being made with the introduction of a new bill and regulations to ban the import of products containing ozone depleting substances from non-party countries, and to prevent the venting and to encourage the recycling of these substances.

Α noise control amendment bill and regulations are
being drafted to build on the existing controls on construction noise. Engineering solutions to noise pollution are also being implemented with more schools being provided with double-glazing and air-conditioning, and more sections buildings resurfaced with a quiet road
of
roads near to
texture material.
