The reason why it is necessary to approach the Secretary of State relates to Royal Instruction XXVI. sets out ten categories of bill to which the Governor shall
not assent before obtaining Royal Instructions through a
Secretary of State. The bill in question would fall under Royal Instruction XXVI paragraph 4 in that it amends the powers of a banking association.
5. The Bill is routine and non-controversial and I
recommend that the Secretary of State should agree that it
may proceed.
