AMENDING INSTRUCTIONS FOR THE LETTERS PATENT (LPS) AND ROYAL INSTRUCTIONS (RIS)

I attach our first draft of the amending instructions for the LPS and RIS that will be required to implement the changes to the composition of ExCo and LegCo which it is intended will come into effect immediately. have been able to take account of para 1 B) of your Telno 2443 in the proposed amendment to RI XXI.

We have also included, at RI XXI (4) a provision for the Governor to have the right to address LegCo. This is drawn from the Montserrat constitution, which is the only example we have been able to find. But this is not surprising. In many current Dependent Territories someone from the Executive (Chief Secretary) remains on the
Legislature so the need for the Governor to have powers to address that forum is not acute.

After the Governor has announced the changes, we are content for this correspondence to be downgraded to Restricted.
