Thank you for your letter of 6 October to Richard Hoare which has been passed to me for action.

As discussed over the telephone yesterday, we are not sure, upon further reflection, whether we should proceed with the amendments concerning the LegCo President So soon after the Governor's LegCo address. It would seem both prudent and politic to first give LegCo and the public on opportunity to air their views on what we have in mind. In addition, time will be needed to sort out with LegCo the necessary practical

arrangements, e.g. nomination procedures, voting method, the need for a Deputy President, amendments to the LegCo Standing Order etc. Unless you foresee any difficulties from your end, therefore, we would prefer aiming for the Privy Council meeting in November/December. It would be helpful if you could advise us of the exact date of meeting in due course.

On the amending instructions, our lawyers are generally content but have suggested one or two comments. I will write separately on this after I have cleared with the relevant parties.

Finally, оп the amendment concerning CBF's ExCo membership, GH has agreed to your suggestion that submission to the Privy Council should be made at the same time as the other amendments concerning the LegCo President go before the Council (i.e. November/December).
