LETTERS PATENT
1. Thank you for your minute and attachments of 23 October concerning the reproduction of the Hong Kong BOR Ordinance and the Hong Kong Letters Patent 1992 (No 2) in conference proceedings to be published for the University of Hong Kong by Butterworths Asia.

Where Crown copyright materials are published in London authority for giving permission for reproduction rests with HMSO, devolved to Departments in appropriate cases. In the FCO this responsibility is discharged by LRD. We have discussed this case with HMSO and they see no reason why, subject to FCO/Hong Kong views on the desirability of publication, that permission should not be given for reproduction without fee. It is normal practice to request one or more free copies for official use. I should appreciate having one for the FCO Library if this were possible.
3. As the Deputy Solicitor General indicates that Hong Kong has no objection to the proposed publication I recommend that permission be granted for them to proceed.
