"XXIV. (1) Subject to paragraph 2 of this clause, it shall be competent for any Member of the Legislative Council to propose any question for debate therein; and such question shall be debated and disposed of sccording to the standing rules and orders.

(2) Every ordinance-votc, resolution, or question, the object-or effect of which may be to dispose of or charge any part of Our revenue arising within the Colony, shall be proposed only by--
(a) the Governors
(b) a public officer whom the Governor has designated to make such a
proposal under clause XXI(B), paragrapir 2; or
(c) a member of the Legislative Council expressly authorised or permitted
by the Governor to make such a proposal."/
