As para 2 of Mr Hoare's minute makes clear, I also registered with him the desirability of avoiding meetings in Hong Kong on a Friday which result in telegrams reaching us at lunch time on a Friday requiring Ministerial decisions by
Monday. Given the closing time of Ministerial boxes on a
Friday, particularly in the Secretary of State's office, we
have had a number of scrambles recently. This is not
conducive to considered advice for Ministers. I hope that by
pushing meetings earlier in the week in Hong Kong, we shall have enough time to seek decisions from Ministers on the basis
of a bit more time for reflection here.
