LegCo and the Government

The relationship will be strengthened by the creation of а Government-LegCo Committee comprising Policy Secretaries and LegCo Members. Its functions will be to discuss the handling of the Government's legislative and financial programmes.

(d) The Governor to answer questions before LegCo on

Government policy at least once a month.

(II) Proposals for the 1995 Elections

The aim is to develop democratic participation to the maximum within the terms of the Joint Declaration and the Basic Law. The following proposals have been made for discussion in Hong Kong as well as with China.

LegCo

(a) To reduce the voting age from 21 to 18 in line with

the practice in Britain and China.

To organise geographical constituencies on a single- vote, single-seat basis.

This is simple and equitable.

To broaden the franchise for functional constituencies by replacing all forms of corporate voting by individual voting.

To define functional constituencies So that they enfranchise all eligible voters in the working population.

District Board/Municipal Councils

(e) The District Boards will be given wider

responsibilities.

From 1994, all District Board members should be directly elected (other than the ex-officio members in the New Territories).

Appointed seats on the two Municipal Councils should be abolished and replaced by directly elected seats.

Boundary and Election Commission

(h) An independent Boundary and Election Commission should be created to ensure that the new arrangements are introduced fairly.
