However, there was some concern over the financial capability of the Government in carrying out these proposals, noting that this would depend on sustained economic growth. Some commented that the additional
manpower necessary for the implementation of the proposals might have been
overlooked.
Education

The overall reaction was favourable and positive although there
were remarks that more details should have been given. Some respondents were happy to see that resources would be allocated to implement the recommendations in the Education Commission Report No. 5.

However, some expressed worries over the increased staffing requirements in view of the high rate at which teachers were leaving the
profession. There were also doubts as to whether sufficient funds would be available to implement the improvements pledged. A few were of the view that more emphasis should also be put on pre-school education.
Law, Order and Justice

Other comments
There were mixed feelings over the abolition of capital
punishment. Some considered that it should be retained to combat crime while others supported abolition.

The idea of creating a client-based culture within the civil service was warmly welcomed.
