SECRETARY OF STATE'S ARTICLE FOR THE SUNDAY TIMES: 11 OCTOBER
1.
The Secretary of State has agreed to contribute an article to the Sunday Times on Hong Kong.
2.
I submit a draft which takes account of initial comments
on the Governor's speech in Hong Kong and from the Chinese. The Sunday Times asked for 1,100 words by lunch time on 9 October (draft has 1,074 words). I am faxing a copy in parallel to Hong Kong and would be grateful for any comments by 0800Z on 9 October.
