CONSTITUTIONAL DEVELOPMENT: PUBLIC PRESENTATION

Information Department reminded us that we agreed that it would be useful to issue a Background Brief on this subject (or possibly also covering other Hong Kong matters, eg the airport problems) when Mr Patten announces his decisions and proposals on 7 October. Ms Haspel has kindly started drafting, but this will need to be finalised quickly if Information Department are to be able to print the brief in time to catch the main interest which Mr Patten's announcement will stimulate.
You will also wish to start work on a guidance telegram, to issue on 7 October.
