Mr

Fox, HKD

HONG KONG FREEDOM ASSOCIATION: PANEL DISCUSSION

REQUEST TO TAKE PART IN A

1. Please see the attached copy of a letter from

Dr JH Grayson of the Centre for Korean Studies at the University of Sheffield to me. Dr Grayson had warned me that he was proposing to write along these lines; equally I warned him that there might be difficulties.

2. I wold not object to taking part in this event if Hong Kong Department thought it was useful. By 31 October, I will technically not be employed in the FCO since I am going to IISS for a year's sabbatical. Nevertheless, I will remain a member of the Diplomatic Service. I have explained to Dr Grayson that Hong Kong Department takes the lead on this subject and suggested that if I was not able to take part, it might be possible that a member of Hong Kong Department would. Alternatively, we could steer him towards an ex-member of the Service.

3.

I would be grateful for your advice in due course.
