At OPD (K) on 15 September, the Prime Minister invited the Foreign Secretary to give further thought to the domestic presentation of the Governor's proposals, including arrangements for briefing selected Government
supporters.
We plan to mount a big operation in conjunction with Hong Kong and the Whips' Office to ensure that all MPs and Peers who take an interest in Hong Kong receive timely briefing on the Governor's proposals, and to promote supportive statements to the media.

The Governor's speech will be made from 7.30am to 9.30am UK time on 7 October. The Foreign Secretary proposes to make a live statement to the media welcoming the Governor's proposals during the morning of 7 October in Brighton, in time for the lunchtime bulletins. We shall ensure that people who are likely to be sought out by the media for instant comments on the morning of 7 October are briefed in advance on the main points.
The Foreign Secretary will write shortly before the Governor's speech to Dr Cunningham and Mr Ashdown. He will send letters (to be delivered on the morning of 7 October) to selected Government supporters and others who take an
