that this should be in the form of a "Dear Colleague" letter from the Secretary of State summarising the bull points in the Governor's speech and if possible enclosing a copy of the relevant passage. These letters would go (on a bipartisan basis) to members of the FAC, office-holders of the British Hong Kong Parliamentary Group, and a generous selection of other members active on Hong Kong. We would plan to send these letters by post on 6 October to ensure that they reached recipients on the morning of 7 October. Given that many Conservative Members will be at Brighton, Mr Bickham will have extra copies there. The Hong Kong Government office will do a wider mailing to other MPs and contacts.

4. We also propose to produce a one page briefing note with the essential selling points, and a factual summary, to be available in Brighton, and in Conservative Central office and the Whips Office.

On Party Conference speeches, Mr Bickham will include a passage in the Secretary of State's speech on 6 October foreshadowing the Governor's LegCo speech. The draft to No 10 recommends a brief reference to Hong Kong in the Prime Minister's speech: this has already been discussed with No 10 Political Office.

On media contacts, we propose:

live statements by the Prime Minister and the Secretary of State during the morning of 7 October to give an instant welcome for the speech for the lunchtime media;

- a briefing by the Secretary of State for lobby correspondents at 11.00 on 7 October in Brighton. has put this in the diary;

Mr Bickham

a further briefing by Mr Goodlad on 9 October, aimed at influencing the Sunday papers;

an article by the Secretary of State in one of the Sunday newspapers.

The Governor will also be doing extensive media; we will keep a careful eye on coordination.

We shall also make arrangements to brief the business community and our posts.
