HONG KONG: GAME PLAN FOR PRESENTATION IN THE UK OF THE
GOVERNOR'S 7 OCTOBER SPEECH

In summing up at OPD (K), the Prime Minister invited the Secretary of State to give further thought to the domestic presentation of the Governor's proposals, including arrangements for the briefing of selected Government supporters. The Secretary of State might wish to know what arrangements we propose. These have been discussed with Special Advisers, News Department, and the Governor's team in Hong Kong, and incorporate Mr Goodlad's views.
We should also report to No 10: I submit a draft Private Secretary letter.

The Governor's speech will be from 7.30am to about 9.30am UK time on 7 October. We therefore propose to arrange briefing in advance for the most senior political figures, and those whom the media are likely to seek out for instant comments during the morning of 7 October. We recommend the following division of labour on the afternoon/evening of 6 October:
the Secretary of State to telephone Dr Cunningham and \\o, write.
Mr Ashdown from the party conference;
Fe Doubt whener he nou want to do

the Governor to telephone Lady Thatcher, Mr Heath, Lord Maclehose and Lord Wilson from Hong Kong;
(given that the Secretary of State's time that evening will be very limited) Mr Goodlad to telephone Mr David Howell, Lord Howe, Sir Charles Powell, Sir David Steely,
Mr Allan Rogers and Mr Prancis Maude.
We propose that a much wider range of MPs and Peers should receive briefing on the morning of 7 October. I recommend
