You said that you would like to be consulted about the
draft Dear Colleague letter from the Secretary of State about the Governor's proposals.

I attach a copy of a draft letter, together with a suggested distribution list. I have sent all this to
Edward Llewellyn in Hong Kong; he will be consulting the
Governor overnight and may want to expand the distribution
list a bit.
3.
Grateful for any thoughts by 1000 on 1 October. You will see that we are making some progress with home addresses for
MP's; most of these are in constituencies. Do you agree that this will be the best place to send the letters provided that you also have back-up copies for distribution as necessary in Brighton?
