the text of a "Dear Colleague" letter, which the Foreign Secretary will send to a wide range of MPS and Peers interested in Hong Kong in time to arrive on the morning of the Governor's speech (with the time difference, this means they should arrive at the same time as the Governor speaks or very shortly afterwards); he

will send similar letters to Dr Cunningham and

Mr Ashdown the previous evening;

the draft of an article by the Governor to be published in The Times on 8 October;

a set of Bull Points which the Foreign Secretary proposes to circulate as guidance to Cabinet

colleagues.
