1. One of the recommendations in my submission of 1 October
was that we should send other members of the Cabinet a brief
set of bull points on the Governor's speech. The Secretary of
State agreed the recommendations in this submission, and we
have already sent an advance copy of the bull points to No 10.
2. I now submit a short covering Private Secretary letter.
