HONG KONG: GOVERNOR'S POLICY SPEECH TO THE LEGISLATIVE COUNCIL

Governor's address to the Legislative Council. You might also wish to pass the attached second copy to Stephen Wall.

The key section on constitutional development (covered in our guidance telegram number 37) is at the end of the speech. But as you will see, it also contains a wide range of new initiatives on the economic and social front as well.
