Jusiness The current constitutional arrangements as between Hong Kong and the UK are anachronistic. They provide arrangements for HMG to supervise a colony at the turn of the century. They were never intended as arrangements between HMG and a major world entity. Hong Kong is the 11th biggest trading entity in the world and it is fallacious to think that we can have or should have direct control over it.

I consider the time has come radically to amend and update the constitutional arrangements. The announcement of the retirement of the current Governor and the lack of a successor give us the opportunity to install a very different type of Governor or indeed a Chief Executive.

I propose that we alter the provisions in the Letters Patent and the Royal Instructions dealing with the Governor, Executive Council and legislature and others to mirror more closely those set out in the Basic Law. These will give us the opportunity to have a Governor elected by Hong Kong. would be answerable primarily to Hong Kong bút also ultimately to HMG.

At the same time we could implement other measures which would be welcomed in Hong Kong: HMG would become responsible for funding 100% of the cost of the garrison; we would introduce very quickly 20 directly elected seats in the Legislative Council; the Public Service Commission and the Judicial Services Commission would be executivised etc etc. In return we could introduce measures to safeguard HMOCS members and to give the new Governor reserve powers for finance.
I shall be glad to expound on these proposals if I can think of anything else to say.
