I submit an impressionistic letter from Sir J Coles, to
the Governor, copied to Sir R McLaren and Mr Galsworthy,
summarising the results of the Secretary of State's Seminar
in a form which will I hope not provoke adverse reactions.
2.
The Secretary of State expressed some scepticism about
the timetable I outlined for decisions on electoral issues.
Having now looked at the Hong Kong telegram of last
November setting out their preferred timetable, I think
that I was if anything allowing too much time, at least for
parts of the exercise. I have in this letter invited the
Governor's further thoughts: we shall then need to go back
to the Secretary of State on the point.
