The CPG
could
maximise its chances of political
victory by basing these annexes:

(a) on the proposals for
the election committee
outlined
in
the Ministerial exchange of
correspondence in 1990; and
(b) on a narrow interpretation of HKG's past White
Paper proposals on functional constituencies.
HKG,
the community at large and
international
opinion would regard such BL annexes as an unacceptable
device to
frustrate
implementation
of constitutional
proposals which had won widespread public approval, both
locally and overseas.

This outrage, however, would not be
the
fear of CPG retaliation which would
affect the local establishment.

HKG'S WAY FORWARD
I f the
CPG deploys this weapon, HKG's best line of
defence would be:
(a)
a frank admission that the CPG will be in a
position
in
1997
to
restructure
territory's political arrangements;
