HONG KONG : DISCUSSION WITH MR ALLAN ROGERS MP

1. Mr Rogers offered, in a telephone conversation with Mr Goodlad, to debrief to officials on his recent visit to

Hong Kong. Mr Goodlad asked us to follow this up.

2. Mr Rogers called on you on 11 November. He spoke very frankly about his political approach hence the

classification of this minute.

Mr Rogers began by saying that he had been very impressed

with Hong Kong and had much appreciated the Governor's hospitality (and the personal letter which the Governor had sent him after the mixup in arrangements for his press conference in Hong Kong. Mr Rogers seemed to bear no ill-will

about that incident).

4. Mr Rogers said that he and his wife had talked to a wide

range of people in Hong Kong. All felt that the Governor had been a breath of fresh air. But some thought that he had made

mistakes in the handling and substance of his constitutional proposals. Mr Rogers said he personally agreed with that view. He would himself have gone to Peking and discussed his proposals with the Chinese before announcing them in Hong Kong. He believed in always going the extra mile in an effort to square people in advance. Now Chinese noses were out of joint, and they were inevitably laying about them. He had
