the package of proposals on electoral reforms relating to the
1995 elections to the Legislative Council put forward by the
Governor....". It was therefore the first direct test of
support in LegCo for the Governor's proposals. The motion as
amended by Mr McGregor was carried by 32 to 21 votes (with a very similar line-up on each side to the previous vote).
In addition to the 32 votes they have assembled, Hong
Kong Government calculated that they have another 2: the
Chief Secretary, who did not participate in these votes, and a new appointed member (yet to be appointed to fill a vacant
seat). But the opposition also have at least two more votes:
Allen Lee was in London, and David Li was absent from the
vote.
