reporting Zhou Nan as telling Communist
newspaper editors-in-chief on 12 November that "China could
not continue to cooperate with Britain. For example, China would give no approvals in the Land Commission, China would
not agree to franchises straddling 1997, and China would not
support the building of the new airport if the HKG went ahead without the agreement of China". This is reflected in the attached points.
