The Governor considers that the Chinese ideas on the
functional constituencies and limiting voters to one vote are worth looking at. He believes that as a aresult of Chinese pressure, the prospects for getting his original proposals through LegCo are now less good. He has therefore set urgent work in hand to see whether proposals could be worked up which meet his criteria (that elections should be fair, open and command widespread support in Hong Kong), and also fit with
these Chinese ideas.
If this proves possible, the Foreign Secretary proposes to consult the Prime Minister and OPD (K)) colleagues, It would be
necessary to consider at that stage:
how to establish that such a revised package would command support in LegCo, and how it might be surfaced there;
how to make use of revised proposals in order to reengage the Chinese in a dialogue, with the aim of reducing the
present level of confrontation.
