Dear John

HONG KONG: BUSINESS ATTITUDES

I mentioned to you on the telephone criticism of the Governor's proposals at a dinner I attended on 17 November.

This was hosted by the Omni Hotel Group and most of those there were involved in the travel trade with Hong Kong in some shape or form. They were also British rather than Hong Kong Chinese and represented some fairly obvious vested interests. Nevertheless there was a speech by a senior representative of Omni who referred to the Governor as "cocky Chris" and was critical of the possible impact of his constitutional proposals and associated Chinese reaction on the travel business with and in Hong Kong. Subsequently similar views were expressed by those around me. The clear message was that the Governor had overstepped the mark. I picked

up a similar flavour from some of my dinner companions at last

night's HKTĐC dinner.

I would certainly not want to read too much into this but record these views for what they are worth.

Yours sincerely.
