Like you, we took some encouragement from the apparently more moderate tone of Lu Ping's comments to the DAB (although the presentation of these in the Chinese media Peking telno 1765 seems to have played down the moderate features). But the proof of the pudding will be in whatever statement emerges from the NPC Standing Committee.
2. On that, Ministers have now approved the contingency press statements discussed in earlier telegrams. We are faxing the approved versions to Hong Kong and Peking. The statement for use in response to a dramatic Chinese step is, as Peking point out, something of a quarry and will have to be up-dated in the Light of the precise content of any statement. We will be in touch with you as necessary over the holiday period once the NPC have pronounced.
