There should be 30 directly elected LegCo seats in 1995.
If this is not possible, 10 seats should be returned by an election committee which should be made up entirely of directly elected DB members (i.e. excluding ex-officio members).
The franchise of FCs should be expanded to cover the non-economically active population such as housewives, students and retirees.
Ex-officio membership on DBS and MCs should be abolished.
Each elector should be given one vote in geographical constituency elections and one vote in FC elections.
