The United Kingdom's post-War history of decolonisation has been substantially an honourable and principled one. It would be a tragedy, that would attract the most widespread international condemnation, if the British departure from Hong Kong were dishonourable and unprincipled. History and the people of the region today would judge the British Government most critically.
I would urge the Government to support the Governor's very modest reforms. I would also urge the implementation of the recommendations of the ICJ Mission.
