The Governor has asked us at very short notice to seek the

Secretary of State's approval on two points which form part of the package of measures he wishes to announce on 7 October

dealing with the re-shaping of ExCo. Both flow from changes which the Secretary of State has already approved:

- the Secretary of State has agreed that the new appointed

members of ExCo should all serve for an unspecified term using

the formula "during the period of Her Majesty's Pleasure". The Governor would like to put the two existing appointed

members of ExCo who will continue to serve on the new ExCo

(Baroness Dunn and Mr William Purves) on the same basis.

Governor asks for the Secretary of State's approval for this. It is a purely technical change, and I recommend that the

Secretary of State agree.

Two of the Governor's new ExCo appointees are at present appointed members of LegCo. They will be stepping down from LegCo to take up appointment on ExCo. In their place, the Governor would like to appoint:
