Hong Kong: Constitutional Development: The Way Ahead
The Secretary of State has seen your submission of 28 October. He agrees that we should activate the JLG channel to pursue discussion with the Chinese on Hong Kong's constitutional development. He also agrees with the suggestions in paragraph 9 for an OPD (K) meeting on
18 November, involving Mr Patten, and that Sir R McLaren should be asked to return to London at the same time for talks with the Secretary of State and Mr Patten.
The Secretary of State does not, however, wish to telegraph the Governor on the lines you recommend. He has commented on Peking telno 1500 that we have no option but to sit tight. He does not believe we should press the Governor to change these measures. He would like a proper talk with the Governor during his visit next month.
The Secretary of State has asked whether the Prime Minister has agreed to see Vice Premier Zhu next month. believes this would be a good opportunity.
