3. The Prime Minister has agreed to the Secretary of State's
proposal of an OPD (K) while the Governor is in London, to consider the way ahead. The Secretary of State will have a chance to prepare for this at an office meeting on 16 November, at which the Governor and Sir Robin Maclaren will be present.
