1. As requested, I submit a single page note for tomorrow's PM bilateral.

This is cast in tentative terms because we are still awaiting the Governor's views on the way forward (promised on 27 October).
•
I recommend that the Secretary of State take this opportunity to suggest to the Prime Minister a meeting of OPD (K) while the Governor is in London (16-20 November).
It
is now clear that we face something close to a crisis in our relations with China over Hong Kong, and that it would be worth taking advantage of the Governor's presence for a collective discussion. The Secretary of State might find it helpful to have Sir Robin McLaren back from Peking to offer an assessment from his angle, perhaps at an Office meeting in advance of an OPD (K) discussion.
