1. I submit as requested a revised draft minute from the Secretary of State to the Prime Minister and OPD (K) colleagues. This includes passages on what the Chinese might do in Hong Kong; what the content would be of further discussions with the Chinese; and the cards we hold in our hand. I have drawn on further thoughts from the Governor and Sir R McLaren on these points (now attached as flag Dr attached

The Governor has made clear that he would not want to take the initiative in offering changes to his proposals, but would be prepared to consider proposals which emerged from groups in Hong Kong (some are now beginning to do so). It is clear that if there are to be changes which address Chinese concerns, they would need to be in the Functional Constituencies and the Election Committee. But the Governor has not as yet gone into detail on what changes he might be able to accept.

The Governor still sees advantage in bringing forward the Secretary of State's next encounter with Chinese Foreign Minister, so that it will be clear when the electoral proposals are put to LegCo in February/March next year that no stone has been left unturned in the search for agreement with the Chinese. He may continue to press this in London next week. The draft minute makes the point that the Secretary of State would want the initiative to come from the Chinese side.
