HMG's commitment to "consult" the PRC on the 1995
election was discussed in some detail. The following
points were noted :

(a) the precise detail of HMG/HKG's on the record
commitments to consult needed to be
(record being further researched by FCO & CAB);
(b) under no
circumstances could we
accept a
definition
involved reaching agreement
of consultation that necessarily

could be no unilateral action pending such
agreement;
(c) there should be a specific deadline for the
discussion with FRC, based on our timetable for
putting practical arrangements for the 1995
/elections
