Governor said it was clear to him that he
should appoint persons to advisory boards and committees
based on their expertise and experience in the various fields rather than on their political affiliations.
said that we should take a
flexible approach in the appointment of chairmen of advisory boards/committees.

28.
The Governor said that he would prefer sending a
telegram to FCO on the proposals when we had firmed up the arrangements in greater details. A copy of the notes of the meeting should however be sent to Mr. Ricketts.

The Governor said that we should have another
meeting to discuss FCs and to wrap up the package in about a week's time, after which drafting of the relevant part of
his October address should start.
